Runecarve

Runecarve is an angled razor made of adamantine at the end of a short handle made of bleached dragon bone. Runecarve emanates so much magic, that even the least magically inclined person knows that this is magical. To attune to Runecarve, one must write a Soul Link rune above their heart with Runecarve. Runecarve is sentient and has the ability to change or disenchant runes it is touching of its own accord. It can speak telepathically to its bearer, who can do so back. Runecarve is friendly to its bearer and is jovial at all times. It will crack jokes, lend help, and even calm its bearer. Runecarve can show its bearer runes and its bearer cast rune spells through Runecarve without having the rune written. Runcarve also can be used to cast arcane spells, banish creatures, and teleport its bearer. Runecarve loathes blood magic and has been known to kill bearers that cast blood spells. The current wielder is unknown, but there have been reports of someone using Runecarve to disenchant important runes.
Runcarve was discovered not long after the beginning of the War of New Magic. It was used by the godess Lusion to help the side of the war that thought arcane magic should be used by mortals. She then gifted it to the emperor of Land of the Emperor for safe keeping. When the emperor left his duties in order to become a lich, Runecarve was stolen and lost ever since.

Mechanics

Sentient: NG, Int 18(+4), Wis 12(+1), Cha 15(+2). Hearing and Darkvision out to 120 ft. Can speak, read, and write Common, Dwarvish, and Giant and can speak telepathically to its bearer.

10 Charges: 1 for a 1st level wizard spell, 2 for a 2nd level wizard spell, 4 for a 3rd level wizard spell, 6 for a 4th level wizard spell, or 9 for a 5th level wizard spell. 5 charges to cast Banishment and 5 charges to cast Dimension Door.
Runecarve can show its bearer runes and its bearer cast rune spells through Runecarve without having the rune written.
