Anniton - City of the First Ones
The town is known as "Town of the First Ones" as it was the first one created when the multitude of species, including humans, moved worlds to live on Terra.
Logically Anniton was the biggest seat of power when it was established, as it had to provide the people who'd later lead their own towns outside of it. It helped establish the timeline of the world with the year when it was officially created being referred to as Year Zero - 0y. and the time starting from that point on. The dracoss who were the main controlling force, being the ones who initiated the organization and move of creatures to this new planet, had the biggest and most exemplary looking buildings they both lived and ruled from. They brought on the idea that every smaller group - be it a separate species or just a neighbourhood or a village - should have one to three representatives who'd bring the desires, complaints and demands of the group up towards the bigger circle of power for consideration and problem-solving.

Demographics
According to latest surveys and counting, the abandoned houses and streets are actually inhabited by 311 ghosts, 111 of which being especially malevolent ones, 65 vampire families live in the better preserved neighbourhood and the rest of the space is filled with numerous plant-spirits and other varied spirit beings who tend to be difficult to approach to question which is why their numbers are uncertain.
Government
Just like any other city, despite being considered small (currently) and mostly abandoned and ruined, Anniton is ruled by representatives of all its inhabitant species.
Two of the biggest vampire families, along with representatives of both the spirit and ghost communities do take charge and decide and enforce the control over what's remaining of the once large and fascinating in its unique for its time combination of architecture and technology, city.
