Wind Basket

If you go into the towns, you may see something resembling a fish like basket being blown like an airfield direction flag. However, this basket is not used to show the direction of the wind, the wind remains in a constant direction. Rather it is used to literally store the wind and keep it circulating so that it can be used again, thus giving it the name Wind Basket or 'Nahozonoz' under the naming system.

Utility

During great winds, the wind baskets are hung onto lines with lanterns. The baskets look like koi fish, as they are seen as symbols of perseverance. The mouth is open with a hole leading to the hollow interior with the painted Fire and Water runes with metal within the ink, and then another spot where the tail is. The wind goes into the basket, is trapped by the runes, and is constantly flying. When that 'Dragon' becomes tired, and the winds stop, the baskets are pulled down and are brought to the Windtowers/Hasařakinin , and windmills and the wind is released.   The natural wind is considered better than the wind from runes, as runes still can malfunction and end up producing their elements, and so it is better to manipulate the natural breeze and store it for production instead of making your own wind.

Manufacturing

A basket is thatched up and made to look like a long koi fish, with a hole at the front and back. Because the runes circulate the wind, there is no need to have the hole, but cut out some slits and attack the thin wooden tail onto it.   Using two ink bottles, one with the ink mixed with melted Sauotus, The Element of Fire metal and the other mixed with melted Nauotus, The Element of Water metal, dip your paintbrush into it, and paint the runes for Fire and Water to create an air rune.   Finally hang it onto the line and when the wind comes, activate the runes and think of it circulating the wind perpetually, then it will always be like it is flying like a kite even without the winds.

Social Impact

The social impact is a good way of getting natural wind if the 'Dragon' is tired, meaning no strong enough wind can occur. The wind baskets are then taken down and are taken to the Windtowers/Hasařakinin and the windmills so they can still be powered by natural wind.
Access & Availability
If you go into a prefecture, along with lanterns, you will likely see these baskets hanging from the towers and rooves of houses at different heights. They're everywhere and can nearly always be seen flying due to the strong winds of the north, said to come from Greenland by a trapped dragon.
Complexity
The technology is very simple and only requires a thatched kite with a rune painted with ink mixed with Sauotus, The Element of Fire and Nauotus, The Element of Water metal.
