Cognance (Cog-nense)
Its original name lost to the ages, Cognance was once called Sinurbis by the Anteceans who conquered it and assimilated it into their empire. After Antecea fell and the city was reclaimed by Eero Hengellen, it was dubbed Earnian, and then finally Cognance during the twilight years of the Haedian Empire.
The city has long lived up to its naming scheme; based on the Triumvirate deity of the Mind and Neutraility. Even in the days of Antecea, the city was a hub of academia of both the mundane and arcane. It was in Cognance that the so-called Arcane Renaissance began at the turn of the millennia as well as the birthing place of some of the most influential inventions of modern times such as refined steel and more recently, black powder.
Much of this is owed to Cognance's relaxed rules and regulations surrounding magical study, research, and tinkering. The crown works closely with the Circle of the Enlightened, who in turn uphold standards for the hosts of independent guilds, tinkerers, artificers, and wizards throughout the city. All one need do to gain sanction from the Circle is pay an annual due and submit to scheduled audits. From there, so long as the handful of rules on ethics and best practices are followed, you are free to study and research as you wish.
Cognance is ruled by a monarchy that rules with the support of a number of great houses, which often hold great power and influence in their own right through their own works or sponsorships of crafting guilds. One such house, the Ramas, was well-known for their works of healing as well as their scion being recognized as the Orator of the Church of Triumvirism (even though said son would likely prefer to not have to deal with that).
