Thousand Eyes

The thousand eyes pirates are a vicious armada of pirates led from the shadows. Whoever leads the Thousand Eyes does so from secret, with the majority of those who receive orders from them completely unknowing what they are part of. They are a well-organized, well funded and extremely effective force, and most people don't even know they exist.

Structure

The leader of the thousand eyes leads from behind veils and cats-paws. None outside the organization know who leads it. Beneath them, there are layers of pirate groups, broken up into cells who don't know about each other.
