The Vamperi Council

Founded in 1590

The Vamperi Council is the worldwide ruling orginization for all vampires that were sired after the year 1588. It consists of the four Croatoan Vampires and the eight Roanoke Vampires that were all turned in 1588. When the group of new vampires decided to travel in smaller groups to avoid detection, they agreed to meet once a year at Samhain - forming the tradition of the council. It was some time before they began formalizing the arrangement and setting down actual laws, although thier first vote occured the night the council formed when Aditi refused to travel with her maker, Elliott.
It was in 1883, when the railroad systems enacted the time zone system, that the areas of the country were formally split into terratories. This was mostly due to increasing tensions between Elliott and Aditi, and the thought was to put as much space between them as possible. Each Croatoan vampire took a time zone with Elliott taking the Pacific and Rose taking Eastern. James got the Central zone and Ester was next to her brother in the Mountain zone. As a concession to Aditi staying with Rose, Caleb was sent to Elliott's area. Nobody in Rose's territory minded that move, they pretty much felt that Caleb was a fawning bootlicker to the Smith family anyway.
Vampires were now required to ask permission to travel within one anothers area of control, and were forbidden from attempting to exert any type of control within the borders belonging to another area. Violators would face the wrath of the council, and suitable punishments for infractions were established. Four copies were made, and all vampires of the council signed each copy in blood, and with each Croatoan vampire recieving a copy of the Territory Division Accord of 1883.
For several years things went well, but it became increasingly apparant that Elliott was bringing more and more progeny and third-gen vampires with him to the yearly meetings. It was in 1892 that Elliotts own sister, Ester, proposed the Procreation Restriction Accord, which limited the amount of progeny that could be created by each level of the vampire heirarchy. It was presented as a safeguard for the need for secrecy, but in all reality the other vampires were worried that Elliott was gearing up for war.
Despite those concerns, the next century passed without too many problems. With the advent of quality communication technologies, the yearly meetings were changed to a summit once every five years instead. Today, these are often held under the guise of small conventions and sometimes family reunions or fan groups. The main purpose of The Vamperi Council remains to keep Trypanosoma vamperi a secret from humanity at large.
