The Solvent waterways keep the ever raining city from flooding. These basins cover the entire lower levels, connected by bridges, tunnels, and storm grates. The constant sound of rushing water make this area less than ideal to live and even more complicated to effectively get around, so the lower class citizens tend to congregate here.
Because Switchwick is a city of innovation, the brightest minds have developed a way to generate a somewhat steady supply of energy by implementing massive waterwheels throughout the canals. These massive wheels generate a constant steam of electricity for the areas technologically obsessed scientists.
