Forth Republic

The Forth Republic consists of the city of Forth Haven, some of its surroundings as well as the three islands Faran, Ythen and Swan. It is ruled by the High Council.

Structure

The High Council of the Forth Republic has 5 members, 4 of which are elected for live and can only be removed from their position if 4 of the 5 members vote against him. The High Council is supported by the Lower Council, which has 88 members. The Lower Council has the power to veto the decision of the High Council. They are also the ones which select a new member of the High Council should one be removed or die. The High Council is the executive arm of the government, where the Lower Council is in charge of the day-to-day legislation.   The members of the High Council have the following function:
  • Master of Treasury: The republic's chief treasurer and bookkeeper
  • Master of Laws: The republic's supervisor of the law enforcement and the city dungeons
  • Master of Ships: The republic's chief naval officer, supervising the Naval Fleet and the port of Forth Haven
  • Master of Walls: The republic's chief of defence, supervising the city's defence and all the forts under the republic's command
  • Master of Trade: The position held by current Guild-Master of Forth Trading Guild
Every year, one of the Masters of the High Council holds the position of Hand of the Council. The master holding this position is responsible for leading the council meeting and spoke person of the council. It's also the Hand of the Council, who usually meets foreign leaders. This position changes from Treasury to Laws to Ships to Walls to Trade to Treasury. A master is only skipped if it is his first year in the High Council.   The Lower Council's function is making laws, and overseeing the High Council via hearings and inquiries. It has the power to veto an execution of a law, if the majority deems it unfair, or against the republic's principals. The Lower Council is voted in by the ruling class of the republic, all men over 25 with a citizenship status, except for the first and second seat. They are given to the harbour master and the caption of the city guard, respectively.
