Victor Graves is a bounty hunter who has had several run ins with Xavion L. Knox in the past. He is intent on bring cashing in on Knox's bounty.

Has been known to resort to trickery in attempts to bring in his bounties. This was seen when he put up posters claiming Knox was his brother who had gone missing and was suffering from delusions, hoping to trick the public into tracking Knox down for him.
