Sidebar Panel Top not listed as sidebar prompt option
Sidebar Panel Top not listed as sidebar prompt option
In the default editor under Prompts->Sidebar Sections, "Sidebar Panel Top" does not appear as an option as the others do. Since "Sidebar Panel Top" does not appear as an options, it's always visible even though I don't want to use it and it's in the way.
Steps to Reproduce
In the default editor under Prompts->Sidebar Sections, "Sidebar Panel Top" does not appear as an option as the others do. Behavior is the same on Firefox, Chrome, Firefox mobile, and Chrome mobile.

As a user who is editing an article I want to see only the sections that I care about so that the editing screen area isn't cluttered by sections I do not use.
