Can no longer add three-letter items to TODO list

I can no longer add TODO items with three-letter titles. I was able to do it a couple days ago, but I can no longer do so. I have tried various three-letter words, and nothing happens when I try to submit.

Steps to Reproduce

Click on New Todo button. Enter a title with only three letters. Try to submit.
