Invert Dates (e.g. BC/BCE) doesn't work together with any option in OFFSETS. No matter what is done You cannot for example make dates going backwords to start from 1, because if You choose "Restart dates at 1" it is no longer inverted.

Steps to Reproduce

Create new timeline. Add era with inverted dates and Restart at 1 checked. Add event near the end of an Era and see what Year of na Era it shows as.
