There are two features there - the one is on a user level enabling / disabling community features the other is on the World Level under the world settings enabling/disabling comments.   Are both of those enabled for you?

Welp. I figured it would be something really obnoxious that I'd missed. I had tracked down the article settings and account features setting, checked with ppl in discord, but had not found the world setting. I appreciate the quick response and now feel silly. <3 Thanks again.
