You manifest your psionic energy as a physical ball of force and hurl it at a target. The psychic blast functions as a physical object and does 4 Blunt Damage plus 1 for each PSI point spent on the ability. The target's armor applies to the damage, as does any cover that is hit.
Since the blast is entirely physical, Mental Shield does not work against it.
