8-level Conjuration
You create a 50-foot-radius sphere of water centered on a point of your choice you can see within range. Until the spell ends, the sphere's radius increases by 5 feet at the beginning of each of your turn. When a creature enters the spell's area for the first time on a turn or starts its turn there, it must make a Constitution saving throw. It takes 6d8 bludgeoning damage on a failed save, or half as much damage on a successful one. The water extinguishes all flames within the sphere.
When the spell ends, the sphere falls to the ground and forms a shallow pool of water with a radius equal to twice the sphere's radius, extinguishing all normal flames within the area. Each creature in the area must succeed on a Strength saving throw or be knocked prone. Any creature in the sphere is knocked prone in the space where it falls.
