You summon a whirl of frost which covers the target with sheets of ice and lumps of snow. The target must make a Constitution saving throw. On a successful save the ice and snow instantly slough from its body dealing only 1d4 cold damage and ending the effect. On a failed save the ice and snow cling tenaciously to its body and it takes 2d8 cold damage at the end of its turns. On the target’s turn it can use its action to make a new Constitution saving throw to end the effect on a successful save.   Every third time the target takes damage from the spell, it gains a point of exhaustion. A creature who has resistance to cold has advantage on the saving throw and a creature with immunity to cold damage is not affected by the spel
At higher levels: When you cast this spell using a spell slot of 5th level or higher, the damage increases by 1d8 for each slot level above 4th.
