What functionality is missing? What is unsatisfying with the current situation?

Currently, when running an enterprise level world authors, even co-owners, do not have access to the Studio 'sheets and blocks' template creator or to the block templates which are created by the world owner, essentially rendering the feature useless in a multi-user environment.  

How does this feature request address the current situation?

While it is understood that, for business reasons, it may not make sense to give world authors access to the studio template creator itself, they *could* be given access to create statblocks using templates created by the site owner. This would allow WA to maintain the package advantages of sage without compromising on enterprise workflow.  

What are other uses for this feature request?

There are a number of features, such as Statblocks and Chronicles that could benefit from enterprise permission updates to improve the sites usability for larger scale teams.
