Highway bandits can be of any of the ancestries of the Folk, and will most likely reflect the regional demographics. Highway bandits never act alone; they will be encountered in groups of at least three strong, and possibly more. One of the group will be designated as a leader; this may or may not be an Elite variant.

Folk tend to turn to highway banditry for one of two reasons: either things have gotten really bad financially, or they're seeking the thrill of being an outlaw. In the former case, the highway bandit is likely to be rather poorly equipped. Such will likely be armed with a Sling and Hatchet. Those that have been at it for a while, or who are more interested in the excitement, tend to be better armed, and will have a shortsword - and perhaps a bow as well.

Special Abilities Bandit's Ambush: When the bandit rolls initiative using Deception or Stealth, they can attempt to Demoralize one creature as a free action.
Dread Striker: Frightened creatures are flat-footed to the bandit.
Favored Terrain: The bandit ignores the effects of non-magical difficult terrain in forests.

The bandit will always be encountered in a group of at least three, and one will be designated as a leader. (This may be an "Elite", higher level version of the bandit.) Since their primary motivation is to survive, they will not stick around long if a fight is not going well for them. Should their leader be incapacitated, the rest will flee into the forest, using their Favored Terrain bonus to improve their chances for escape.
