About when the Shinetogumi was first founded

As the city grew with the bettering of technology, the government decided to put in place an elite force to help keep things in balance. With the crime on the rise in the city, they needed a team that can act when needed without waiting for paperwork to go through. Thus, they created the Shinetogumi; a group of 12 strong individuals with one from each animal of the zodiac.
