A world that was once one of relative peace, but among the peace there were powers lying in wait for the perfect time to rise and take hold of the world. Why are they disrupting peace? Could be as simple minded as world domination, or does the current power have intentions more vile then those trying to usurp them.   This is a world of magic but the most powerful tomes are kept locked away to keep those in power above those who aren't and to ward off any threats that would dare challenge. The magic that is available to the populace is either basic magic that is taught to children as if it were a language class, such as minor self-healing or shrinking inanimate objects for storage purposes. There are more complex magics available for certain lines of work such as telekinesis for builders. As for purely offensive magic, it is not impossible for a commoner to get a hold of such magic, do to the nature of the government the only way to get offensive magic is to find someone that happens to have a tome that the government didn't get its hands on.
