Phoenix is an indepented Security Service, with Headquaters in Nubakon. It is the secret counterforce against the infiltrated, post '30 Xinian Security Office their leader is the mysterious Earl. Their main mission is to habour former XSO-officers who would be killed otherwise and give them a new job. Over the years they also developed into a resistance movement, trying to find proof of the infiltration and to get their country back.
