Crescent Council

The Crescent Council is an independent government that rules the oceans and waterways of Visctheria. Five anonymous members form an nonpartisan council that decides the laws of the seas, and upholds Maritime Law. They are stationed in Aquavelle, although the location of their chambers is a viciously kept secret.
