Law Dragon

A rule respecting Dragon who loves the coast. They are often forced to become slaves for the settlements they settle by due to the nature of what will turn them into a Black Dragon. They often make their way into the ruling class of wherever they live and change laws to suit their needs, or simply to change them to be more fair. They will transform into a Black Dragon if they break any law set in place by a settlement that they are in the land the settlement claims as their own, with two exceptions. They are allowed to leave for mating, and allowed to lie about their identity.
