Hydraphine

Medicine is still advancing, even long after the bombs have fallen. Z.A.G. is well known for having invented Hydraphine, usually referred to by its street name 'Hydra', a highly addictive form of super-morphine mixed with a cocktail of stem cells that capable of regrow limbs and restoring organ function.
  Delivered intravenously, this substance quickly closes wounds, but its real value comes from the fact that it can mend or replace bones, tissue, or entire organs. It is used primarily in the field by Z.A.G. operatives and repo-men to continue being a useful company asset despite being shot or otherwise maimed; however, it is also sold by them at their many chop shops around the wastes.
  Many people in the wastes use Hydra despite its unknown long term effects. Some retired Z.A.G. agents have told unconfirmed stories of comrades addicted to the substance that eventually grew additional limbs from extended use.
 

Effects

You feel a numbing rush of endorphins and dopamine causing a moment of extreme lethargy and pleasure. When you come back to your senses, you notice that your wounds feel better, if they haven't been outright healed.
  Restore 4d4+4 HP and then gain another 4d4+4 Temporary HP. You may choose to remove a level of Exhaustion instead.
 

Addiction

Whenever you use any amount of this drug, roll a Constitution Saving Throw. The DC for this is 10 + the number of times you have taken an addictive substance since your last Long Rest. If a character fails this save, they become addicted to Hydraphine until cured.
  While your character is addicted, they take a point of Exhaustion for each substance they are addicted to after they complete a Long Rest.
  A creature addicted to Hydra becomes obsessed with the odd sensation that regrowing a limb brings and begins to feel uncomfortable in their own skin. To alleviate this, they will sometimes put themselves in harms way or outright maim themselves.
