[World] is a world entirely compassed by a single city, a London of the extreme. Volitia continued to expand and cannibalize other cities and towns until it ruled over whole countries and, eventually, the world. Eventually, the city ran out of land and began pumping the water from the ocean and flattening and expanding the land. These days, the only oceans are deep underground, beneath all the layers of the city. With no room left to expand, things moved vertically. Unfortunately, the technology of this world is still not sufficient enough to build skyscrapers, so, instead, they dug down. Beneath the main surface, the most expansive layer, several layers sit, but get more dispersed and rare the further you drop. The exact history of how or why is lost to the ages, but once it started, it was hard to stop. With so many booming industries within it, the economy and tourism exploded, leading to further growth, more expansion, and growing industries. Who could resist visiting the largest city in the world, after all? It is also a world slowly falling into disrepair. The poor rarely see a silver voltac, let alone a full loaf of bread. It's not uncommon to see a burglary in open daylight on the top layer. In most areas, guards are an occasional and unwelcome sight. The monarchy still exists, but they have virtually no power, as the mayor is an immortal lich who has consolidated all power to his position, and refuses to allow more local leadership. There are whole sections of the city which lay abandoned; who knows what lies in those dark, long unseen alleyways?
