200 years ago the last great emperor of Victoria died in his bed. In the wake of his death, and leaving no heirs, a power vacuum was created and thus "The War of Succession" began. All of Victoria's noble families fought one another in the hope of taking the title of Emperor for themselves, but to no avail.   After 180 years of open conflict the war slowly came to a stalemate. The seven greatest of the noble families came together and agreed to split the empire into their own territories and rule peacefully among each other. Each of the families created their own guilds that operate out of each territory's city state and keep the citizenry of Victoria in check.   And so the War of Succession ended. However, the Guilds have never extinguished the flames of war within their hearts, and the Emperor's Crown still sits in Capitol, awaiting a new Emperor to place it upon their brow. Instead of an open war the Guilds engage in a shadow war, preparing themselves to remove their opponents from this implicit maze of politics.   Over the past 500 years technological innovation, helped with the power of magick, Aether, and Oblivion Ore, has yielded the inventions of Skyships, Lightning Rails, and most importantly Firearms. Rifles, Pistols, Cannons, and the like powered by gunpowder, or lightning, changed the face of warfare forever in Victoria.   Meanwhile, the conflicts between the Churches of Divine Authority and those who practices the Old Ways, such as witches and druids, have been slowly escalating despite this time of so called peace. A guild called the Witch Hunters has been growing in strength - and popularity - over the last few years and they threaten to get rid of those who attempt magick for their own gain.
