The Three-Level Problem

The Three-Level Problem is a metaphor for the "watering down" of Divine Law as it is translated into "legal limits" and then "practical application". Since most Vodranti legislature is based on the scriptures and preexisting tradition, the Three-Level Problem is evident in every aspect of government.
The highest law, which is the first level of the problem, is the Divine Law as written in the Scriptures and Words of God. This is law as it is- objective and true. However, the Scriptures do not detail all aspects of governance. This leads to the second level, that of legal limits, where the Scriptures are translated into legislature. Here, exegesis is required to determine issues such as tax rates, specifics of punishments, policies on terraforming. The Word denounces murder as sin, but when is murder deemed murder?
When it comes to the enforcement of the law, that brings about the third level of reality. The laws of men are not perfectly enforced and subject to interpretation, and are gradually disconnected from the original True Law of the first level of the problem.
