Manna, the Vicar of War

Manna is a Vicar, a close servant of the Yauu, entrusted as an emissary of the Empress in whichever affair they are assigned. A Vicar of War would oversee a battle as an advisor on behalf of Ceres, or intervene and lead the forces personally. In other more unique circumstances, they would be an assassin of a particularly problematic member of the Vodranti Hierarchy or an external force. However, an assassin assigned to the removal of a non-Vodranti would be more likely to originate from a specific Legion rather than from the Empress' court to provide a degree of deniability to the Empress' involvement. 
Manna himself is directed to guarantee the death of the twice-dead Dakai.
