Akim

An "akim" (meaning "God will establish") refers to the ruler of any administrative province (an akimat) within Vodranti space. While it technically refers to anyone who owns territory (even interplanetary territory), it is only used in an official context to refer to state governors, particularly those on Mars or on the variety of moons, centaurs, planets, and asteroids that the Vodranti inhabit. 
The only real consistency between akim is the name. They may be elected in a variety of ways (if they are elected at all) and their relationship with the executive Yauu can vary wildly. Usually, akim are elected by the representatives of the counties that comprise that province, 
An akimat cannot exist on Ceres, and therefore neither can Akim. The Empress alone "owns" the entirety of Ceres, but Ceres is nonetheless divided into counties larger than some akimat. These counties are governed by "trustees", who are directly selected by the Empress' majordomo.
