The Horseman of Plague Aluisous Mangerot Maxwell (a.k.a. The Doctor, Plauge, The Mad Scientist)

The mention of the man known as Dr. Vulture is a rather terrifying figure in the world being the factor that has made fighting the Flock the daunting task that it is with some of his greatest creations. He is known as the Father of Chemical Warfare for a reason having created and prefected the craft having created many deadly concoctions that have decimated armies and left many homes scared with lost. But that is not his magnum opus, no, that title belongs to a single drug he developed that changed the game of war and helped the Flock gain the advantage it has today. This drug is coveted by many and has devloped a continet spanning trade that reaches even the very heart of the Empire as this wonder drug has many diffrent purposes to serve in the world. This drug called Cursed Blood has many diffrent effects which through thousands of human trials the doctor has discovered all its potentials. This drug has two main purposes, those being as a physically enhancing drug that cuts off a soliders pain receptors, pumps up adreniline, and unrestricts muscles so the body can beform superhuamn feats, all of this is acompanyed by a regeneration factor due to chemicals added to the drug as the doctor found that if not added the body will irepriabley destroy lots of its muscles and tissue. Though aother thing about this drug is that it can be used for this purpose of enhancment only in small amounts as the next use of it is usually a downside of overdosing, that being a process known as Morboism. This process happens as the drug in large dosses can effect enough of the body to begin eating the magic inate to every human being, when this occures it causes the magic to warp and become corrupted and this change tends to cause a full body transformation into creatures commonly refered to as Cursed Blood beasts (CBBs). These creatures can take on many forms with these creatures looking like strangemishapen humans or a blend of diffrent animals, these creatures are a nightmare to face on the battle feild with them being extremely durable to a ultra excelerated healing factor. Unlike in small amounts that can mend broken bones or gun shots in minutes these beasts regenerate in seconds and with their bodies putting out maxiumum possibe effort they can punch through solid steel being dealy threats. These creatures have know general weakness, but their are two known ways to weaken them, those things are poison and fire. Each of these are able to tax the healing factor enough to be able to start doing serious damage but with these creatures being killing machines it is very hard to get in close. These creatures are mindless having lost all sense of intellect or humanity being reduced to just a animal. But like a animal they can be tamed and that is another job of the Doctor, if not in the lab he may be found training monsters in the many facilities which house them. Though he has found their wild forms more effective on the front lines which is why he developed his first chemical weapon, Death Wind, this is a very condeced version of cursed blood released as a gas onto the battle feild, anyone unluck eneough to be without a gas mask who is caught in the mist would begin to transform, attacking all of those in the enemy lines even if moments before they were commarades. 
While Cursed Blood and chemical weapons are his fortay he been for a long time intrested in human experimentation running many experiments with aims at creating a superior poeples for fighting and he has seen great sucsess though it took hundreds upon hundreds of tests on both willing and unwilling he has created dozens of super human soliders most of which act as his personal assistants weather that be acting as bodygaurds, assasins, or recon agents they all serve a purpose to him. Though his greatest delve into human experimentation is a personal quest of his to make people into Satori, as with beings who stood on the level of gods who wouldn't want them as your foot soliders? This prodject known as Prodject Rebirth has so far been a failure asside from two subjects. But Vulture was never able to capatalize on these achivments due to the missmanagment of these subjects by another scientist.

For what horrible things he has done and is doing, if you were to ask anyone under his command how he treated them you may be suprised. As he is said to be a really good and very fun boss! Sure he looks like a skeletaly thin ghoul with long gangly proportions but in conversation he is rather charming and funny with most peoples only complaint being that he talks to much. Other than that he gives great benifits to his workers with rather forgiving hours, dental and health coverage, paid vacation time, and a on sight therapist to talk to about the unimaginable horrors of human experimentation and monsterous creatures his researchers and scientists see on a day to day basis. He is also a proud adoptive father of one. He has a son  named Jackal who he had found abandoned during his time on the actual battle feild and he had taken the child in as he had grown up in a horrible home and he wished
