Eyes of Meskamn
The Eyes are an intelligence gathering network comprised mostly of Thadii, based in Roskall but spread around and (to a lesser extent) . Ostensibly the Eyes operate under the auspices of the church of Meskamn, but in reality they are an independent organisation which only sometimes feeds information back to the church. Although many of the world's most powerful people - the sort of people who might have their own networks of spies - are aware of the Eyes, and some even hire them to locate specific pieces of information, the existence and extent of the organisation and their operations are not common knowledge.
Reliance on the tall, bulky, pale-skinned Thadii means that the Eyes operate less on the basis of outright stealth and more on the principle of hiding in plain sight: it is rumoured that the Eyes take particular pleasure in recruiting mercenaries, bodyguards and warehouse workers to their network. Most ordinary members know so little about who they are working for or the reasons behind the information they are gathering that, even if they are caught, they cannot tell the authorities anything which incriminates the organisation. Junior members of the Eyes are, in general, asked to collect as much information as possible on any given target and to pass it all back to the senior agents, whose job it is to trawl through the accumulation of information and find something which can be used - for trade, international politics, blackmail, or even just the record keeping which is the principal job of the church of Meskamn. While Thadii can often be recruited through mention of duty to their homeland and their goddess, the network is also happy to recruit from other ethnicities, provided that individuals can be easily bought and trusted thereafter - of course, nobody is recruited without themselves being the object of observation.
