The Plank king has the last say in any given matter.
People respect the chain of command, with the Plank king at top, then all the captains of the diffrent ships, and then there is the rest.
Everyone pays money to the Plank king, and he on the other hand makes sure that things get fixed if its absolutly needed.
The Captains have their own small docks, that they mostly take care of them selves.
For a pirate settelment there is not much inhouse fighting and stealing, since with out this free place to sell and buy, most of them would have nowhere to go.
Most of the other settelments are far more reliant on the Plank king and his ability to get them wares then they care to admit.
This is most likely the main reason that none of the other organizations have stright out tried to burn down the place of the Buccaneers.
