Elder Fobb

Elder Fobb (see below for mechanics) represents the city’s halfling population on the council, and has done so for sixty years. Short, wrinkled, possessed of a prodigious belly, and afflicted with gout, he often loses the train of conversations and starts talking before others have finished. No one suspects that his absentmindedness is an act.
