Serrano

The last refuge for the outlaw and the anarchist. Serrano may technically be an Oshtanian state but the long arm of the law is absent in this land. Stretched thin across its sixteen states, Oshatan has rarely offered support to Serrano. Sure, there are Oshatanian lawmakers and marshals but their resources are already stretched thin. As a result, folks on the fringes of society focus on community first. Outlaws are also common in the wilds of Serrano, finding one last refuge from the law.
Skilled rangers and marshals have been known to travel into the vast wastes to find particularly dangerous criminals who have spread to the far corners of the world. Those who don't pose as large a threat can still expect bounty hunters to act as a vestigial hand of the law. Coin is easier to produce than manpower so when times call for it, sufficient coin can be found. In this world, a sharpshooter can gain a reputation as a saint or a sinner. Prominent folk such as Morcan Roach and Cain Matthews began their paths of fame and infamy respectively in Serrano.
Aside from the humans that cover every corner of Oshatan, there are some locals who have lived in this area since the Reckoning. Tabaxi and lizardfolk found themselves at home in this new environment. Tabaxi retained their dexterous old-world skills while lizardfolk adapted quickly over the generations. Their skin of green and brown turned to yellow and red. They grew protective spikes and water storage pockets for long journeys across the desert.
Serrano's landscape is mostly desert with verdant patches of flat plains dotted throughout the landscape. The southern-most state is known for beautiful canyons and towering mountains, the tallest of which are topped with snow. Serrano is also well-known for its bright desert wildflowers. These wildflowers are prized amongst the nomadic lizardfolk of the region.
