A world where a countries worth is determined by the might of their navy and the strength of their commerce. Ever since the Incident there has been no true war again, but that does not stop countries from an incessant arms race creating more and more ships, that are faster and faster. In-land there are steam ships, but these are only used for commerce.   One hundred and fifty years have past since the war with the Mermaids. The bloody time where Mermaids rose up to rebel against the way they were being treated by the humans. Now, a Mermaid is even more of a rare commodity, and if one is found by themselves they are more than likely taken advantage of. As such, the Mermaid kingdom has decreed that no mermaids shall leave the archipelago without permission from the Queen. This does not stop young mermaids going out to explore the world; but they never come back.   A new Treaty has been signed between the Human countries and the Mermaid Alliance. Humans will now no longer capture Mermaids they see, but rather return them to within the Mermaid Boundaries. This, however, has lead to many runaway Mermaids being forced back to their abusive families and lives.   But, there is the Pirate Confederation. Pirates, despite being ruthless and bloodthirsty, do so indiscriminately. They are the most equal opportunity power in the world of Umiana. Mermaids are often found within the crews of famous pirate captains, and their crew will often protect memaids to the death, for many see mermaids as good luck charms for their ship. This, unfortunately can sometimes lead to captains not allowing mermaids to ever leave their crew. Some Mermaids are taken onto the crew as indentured servants and work to earn their freedom.   A world with Island nations and a large ocean is the perfect place for Pirates and Navies to thrive. But, no one in respectable company would bring up Pirates.
