Peacekeepers
The Peacekeeper brigade is a branch organization that operates off of the Terraguard Allience. They are responsible for the safety of citizens in the cities and towns they operate in. There are four main cities avilable for training: Miraleth, Thornspire, Verdelith, and Varklox. The Xa'Qaan do not participate in the program because trainees can't survive in their underwater city and their beaches are too rocky for training camps, they send their possible trainees to the nearest city.
The color worn on the uniform of the officer tells you what city they trained and earned their certificate in:

Roughly 945,200 men and women work as officers in the Peacekeeper branch.
Equipment
Peacekeepers wear standard issue black uniforms with an accent color that represents the city they work in. They carry a handheld weapon and a notebook unless they're on a special mission. Tasers and handcuffs are not needed because Peacekeepers must be magically adept, and are permitted to use magic accordingly.
Weaponry
Peacekeepers typically carry pistols, SMGs, or even AKs, but have been known to carry odd weapons, such as swords or chained weapons. Scouts carry pistols and sniper rifles, along with a bladed weapon, usually a dagger or short sword.
Structure
Peacekeepers are arranged into 4 categories: Knight Captains, Knights, Squires, and Scouts. Knight Captains are the highest rank, and are generally called out of their offices to aid and lead lower ranking officers. Knights are the average Peacekeeper, and are usually the ones you'll see on patrol. Squires follow Knights in their patrols and are usually the ones to report back to the Knight Captain of that section. Scouts aren't necessarily above or below anyone, they work alone and are used to gather information or assassinate tyrants and dangerous criminals.
Tactics
Peacekeepers are known for their signature move: flanking the enemy. Their Knight Captains and Knights face the enemy head on while a group of Scouts, usually wielding sniper rifles, sneak up behind the enemy and take them out one by one.
Training
Peacekeepers and Scouts undergo months of training to be ready for a real standoff or arrest, and rookies are not trusted unless they've been certified.

Upkeep
The cost of maintaining a well trained and supplied police system is covered by the Terraguard Allience, as their goal is to protect their people.
Recruitment
Requirements for recruitment include a certain amount of expertise with magic and no irrational fears. Fears such as a fear of blood or broken bones can quickly become an issue in the middle of battle.
History
A few days after the Terraguard Allience was formed, the Peacekeeper brigade was founded as a means to keep the people of cities and towns safe from inside and outside forces. They kept the traditional names of the Hybrid police force for their ranks.
Historical loyalties
Peacekeepers are loyal to the citizens of the cities and villages they protect with their lives.
