Straxton City
Straxton City sits in a "bowl" of hills. The elevation changes this creates leads to differing pressure zones, which in turn leads to bizarre weather and permanent rain. The natural defenses and constant cover makes Straxton City a hotbed of smuggling. A good third of the city streets run underground, to shield pedestrians from the elements.
Government
Straxton City is one of the more corrupt. It is run by a council with the Gym Leader as a figurehead, and half the council is controlled by the smugglers guild. The Leader himself is opposed to the smuggling, but has chosen to get involved with a controlled chaos mentality, aiming to minimize damage.
Defences
The city is positioned in the middle of a ring of hills, providing a natural barrier. The hills also create a pressure difference leading to constant fog, rain, and storms.
Industry & Trade
The rampant smuggling of the settlement is an open secret. Most of the population is connected some way or another to the numerous gangs moving high-quality pokeballs, rare Pokémon, and other, more bizarre goods. The settlement is united on the stance that human trafficking is absolutely prohibited, however, and will bring down the full might of the gangs on any who violate this rule.
Infrastructure
A series of tunnels run under the city, with some merely used as covered roads while others are proper sneaking routes. These underground roads lead all over the city, and even branch off towards other cities in the north. Carts powered by Magnemite allow for high speed travel down the secret tunnels, and help get cargo to and from the other northern cities.
In the center of the city is a tower called the Forecast, where the Gym Leader spends most of his time. The building doubles as the city's Pokémon Gym, since the Leader is also the best meteorologist in the city.

Assets
Straxton city is the economic heartland of the north, connected through a web of tunnels to the other major cities. It is also home to the Forecast, a huge building that broadcasts the weather report with nearly a hundred percent accuracy. This is a startling feat, considering how many Pokémon can, and do, change the weather.
Points of interest
To earn a gym badge, the challenger has to impress Zephyr. This can be done in a few ways, most of which involve helping him with the city's underworld. Once impressed, he will lead challengers to the top of the Forecast and battle them amidst gale force winds. If you fall, he has Pokémon trained to catch you, but if his safety net is triggered it will disqualify the challenger.
