Ilo Rohat

History

  The history of the man known as Ilo Rohat, the name by which he calls himself now, is shrouded in mystery. He’ll happily regale you with tales of his past over a cup of wine with two girls on his arms, but no one really knows his genuine history.   The first records of someone performing the acts we know him for with a vaguely matching description are only ten years old, a bounty put on his head by the Duke of Berthideen. Investigation into this matter has uncovered an illicit affair with the Duke’s wife and both his daughters. If gossiping servants are to be believed, at the same time.   He pops up again in verifiable accounts on the other side of the Queendom of Vreabia in Obrok, the capital city itself. Reports say that he pursued half the women at court using one face or another before fleeing for his life in nothing but his underclothes.   There are stories told between these two incidents at taverns and way stops that match his behaviour, but we cannot verify if he indeed performed them or it was just some other womanising scoundrel.   After the incident in the capital we have incidents that appear all over the nation as he tries to stay one step ahead of pursuing authorities, seemingly unable or unwilling to just lie low and stop antagonising the noblemen and interfering with their wives.   Avoiding capture, he appears again in official records in the Cilostratan Expanse where he made, perhaps, his biggest mistake. Witness statements say he wooed the wife of the current head of the Volitant Merchantry and she was so smitten with him she gifted him jewels and money. From the house keepers I interviewed, who were overly chatty about the whole incident, they discovered him mid act in the guild leader’s own bed. Usually escaping through an open window with a death-defying leap, it threw him into indecision when he remembered he was on a floating airship. Even he wouldn’t be able to survive that fall.   Caught, chained and thoroughly miserable, they threw him into the hold. It thrilled the guild master to hear that the bounties on his head were so vast. Dumped into an airship brig with a handful of other prisoners with bounties, he could see no escape. He talks about his joy to learn that the great shouting and screaming on the deck that awoke him was in fact the ship being attacked by pirates. In his telling of the story, he fought free from his bonds and tried to help them take the ship however other reports say they discovered him in his cell after soiling himself in fear. It turned out one of the other prisoners was a relative of the ship’s captain and they were there to free him. Ilo begged to be taken aboard, citing the many bounties on his head to show he was just like them. An enemy of the law.   They took him in front of the captain of the ship, and he pleaded his case. Enjoying his tales, the Captain gave him freedom and said he would drop him off at Merir Neadair when they docked. He could find his own way from there.   When they docked with the pirate haven, however, they dragged him off the ship, once again in chains.   Stories say he made up for lost time with some women of the crew and aggravated many of the men who had been their partners. For his own safety and the smooth running of the ship, he found himself in the brig. Wanting to be blameless for Ilo's activities and scared of allowing him to run amok on the skyland, the Captain took him to The Governor and absolved himself of responsibility.   It was difficult to find a proper account of their meeting as Ilo is evasive about it and no one interviews the Governor, but what I can gather is that the pleasure district was failing to meet profit quotas and was constantly a problem for the leadership of the settlement. The Governor also enjoys a delightful story about lawbreakers and frustrating the nobility if reports are true.   What is common knowledge is that Ilo has been told there is to be no misconduct between him and any women in the town. If the Governor hears any news of unhappy people because of his actions in any bedrooms he will have all his offending body parts removed. All his conquests must be freely given and without consequences that affect the running of Merir.   After that, the rest is common knowledge. Ilo took over management of the pleasure district and keeps everyone involved happy. I couldn’t find any accounts of unhappiness with his involvement or choices in the place's running.  

Appearance and Identifying Features

  Ilo is an unremarkable height, about 5’8” to 6’. His face and build is also quite unmemorable. I put this down to how easy it is for him to engage false-facing. A talent he employed to great success. Now he no longer has to hide his clothing has become quite ostentatious, favouring flappy sleeves embroidered with gold and silver thread, many jewels and precious metals on his hands and neck. He also has a penchant for large, over the top hats.
