Bart Flandral's Secret Package

This is a cloth-wrapped package that Bart, the owner of the The One Red Shoe inn, and a member of the The Black Ram himself hands over to the travelers as they pass through his establishment in Claystead.
It contains two items:

• A note containing instructions;
• A necklace, wondrous to behold.
