In the early days of the West March, the concord was formed to check the ambitious adventuring factions who vied for dominance and territory. Ghed Albright held the concord's first council during a time of crisis. He saw the infighting, schemes, and contempt the factions held for each other and knew it was putting everyone in the vale at risk. So, he put an end to it, or at least he tried to. Years later, the council still convenes in the Mercs-hall each week to talk policy, share news, and make announcements to the adventuring community. Presently the Three preside over the council. While every faction holds a seat, only the three most prominent factions have a vote in the decision making.
