Noble Circle

The Noble Circle are the handpicked cabal of ruthless nobles chosen by Emperor Tengu. Each is regarded to be cruel, narcissistic and incompetent. They each control their own city or two in the United Cities, and each bows before Emperor Tengu himself.

Structure

Each Noble bows down to Emperor Tengu, but otherwise have much autonomy.
