The Upper

As the supernatural upper layer of Earth, It is literally where the magic happens. It is littered with a number of magical creatures and humanoids, while still adopting Earth-like qualities. It's existence is only known to it's inhabitants and/or those born within it.   It has it's own unique governing system, with a queen (who acts less as a monarch and more as a figurehead to appease the public eye), and a group of leaders assigned to the different regions within The Upper. Each region has it's own defining qualities and species within it, making them distinguishable from it's neighbors. Border squabbles do occasionally happen, the most notable being the one between the great wood and the upperclassmen, but laws have been set up to keep them civil.   The magic system walks the line between hard and soft magic, but has a system of it's own if you look close enough. While some witches have a set type of common or widely known magic, there are some that defy known laws, even some that use their unique magic for the sake of power. It is a constant struggle to keep things civil, but it is manageable.
