Eternals

An astral, parasitic race. they are beings made up of light and have no corporeal body. they are not born and do not die and have been and will be, as their name implies, eternal. they are usually silent witnesses and sentinels of the plains and tend to not interfere with mortals. they have perfect memories, can choose to be seen or invisible, but have limited ability to interact with the corporeal world. they are of a neutral alignment and in general stay that way. But on occasion one will desire to interact with mortals and when a mortal dies, if an Eternal is fast enough they can slip into the body right after the true soul leaves it, and walk among the mortals. one can tell if a person has been replaced by the faint glowing of their skin, and their eyes becoming a lighter almost pastel color that also glows faintly. a corporeal eternal cannot be killed by any mortal weapons and can only be forced out of the body through magical means or if a stronger entity tries to poses it.
All three of the High Chancellors on the Council of Nines are Eternals that have chosen to poses a corporeal body and interact with the mortal plains.
