Secret Investigator

The secret investigator is a temporary position that exists in Baekhae. The individual is appointed by the Wang of Baekhae and only answers directly to the monarch, though they may be called upon to testify or deliver reports before the Chief Ministers, the Internal Investigation Bureau, or the Military if given Royal Assent. Their role is to try and seek the truth at any time the monarch believes that the personal perspective of an individual they trust is required to have a better understanding of a situation.   The powers of the special investigator are essentially those of a personal representative of the monarch. This allows them to command anyone or do anything within the power of the Monarch themselves required to complete their investigation. However, the investigator often avoid using these powers as much as possible. The main reason for this is to preserve secrecy. In cases of incompetence or corruption, it is entirely possible that an official may attempt to discredit or harm the investigator or destroy evidence before the investigator can report to the monarch. Therefore, it is important to preserve the anonymous character of the secret investigator until after the evidence can be acted upon by the relevant members of the Ministry of Justice or the Monarch.   Likewise to preserve secrecy, the investigator often uses their own resources or those available to them through their public position to travel or complete their investigation. Special investigators do not receive a salary and does not receive any compensation from the monarch until the investigation is completed. Though they are protected from retribution, completing an investigation is not supposed to earn the former investigator any formal favor from the monarch or the Ministries.   The royal representative status of a special investigator of the Baekhae Wang is normally not recognized by Baekhae's neighbors, though there rarely need for special investigators to go outside of the bounds of the kingdom. By custom, they are only used to investigate Baekhae citizens and officials. Investigating foreign residents inside of Baekhae or events outside of Baekhae's territory are done through official Ministry channels.
