The River King (Selithir)
Selithir is a Marid, and ruler of the aquatic spaces within and around Stetbalt. This, in reality, gives him a significant amount of power, as he essentially controls who comes in and out of Stetbalt, and who crosses its rivers and lakes.
Each large lake contains an underwater city, whose residents are ultimately loyal to Selithir.
Selithir is personal friends with Gezekkar, Chief of The Red Wood
