Superpowers have existed for a long time, but the very concept of a superpowered individual fighting crime seems absurd to the people in this world. It's not until MC shows up in Everdom and creates the The Rise organization that being superhero truly becomes a thing.

Social Status
Originally, the heroes are seen as rogue vigilantes by the population and frowned upon, though many enjoy the sensational news stories that come out of their heroics.
As the story continues, however, they gain prestige and come to be known as the protectors of the city.

Heroes virtually didn't exist before the The Rise was founded. There might have been singular cases of people attempting to become superheroes for the fame, but these never worked out in the long run and no one took them seriously.
