Ladysmith Emergency Committee

The Ladysmith Emergency Committee (LEC) was established in the immediate aftermath of the catastrophic event known as "The Blacklight Event." This phenomenon transported the town of Ladysmith, British Columbia, and its immediate surroundings to The Pactlands, a world dominated by medieval technology and ruled by powerful magical forces. With the sudden death of the town’s mayor and the collapse of conventional systems of governance, the Emergency Committee was formed as an interim authority to ensure the survival, organization, and welfare of the town’s residents in this new and dangerous reality.   The LEC’s mandate is multifaceted:
    Security and Defense: Protect the town from external threats, including hostile magical entities, unfamiliar fauna, and potentially unfriendly neighboring communities.
  Governance and Order: Maintain a semblance of civil order, ensure equitable distribution of resources, and mediate disputes among citizens.
  Resource Management: Identify, secure, and manage resources such as food, water, medical supplies, and tools.
  Survival Strategy: Develop short-term and long-term survival strategies, including exploration of the surrounding world, establishing alliances, and learning to navigate the magical systems and structures that define this dimension.
  Community Representation: Act as a representative body for the diverse community of Ladysmith, ensuring that all voices, including Indigenous perspectives, are heard and considered in decision-making.


Members in Standing

  The LEC comprises a diverse group of individuals chosen for their expertise, leadership skills, and ability to adapt under pressure. The standing members are:   Goose Payne – Long-Serving Town Council Member
    A pragmatic and experienced politician, Goose Payne acts as the de facto chair of the committee. His deep understanding of Ladysmith’s governance structures provides a vital framework for the committee’s operations.
    Sergeant Gerald Boone – Watch Commander, RCMP Ladysmith Detachment
    Tasked with maintaining security and public order, Boone oversees the newly formed town militia. Initially reluctant, his discipline and logistical expertise have become indispensable.
    Elder Margaret “Maggie” Wyse – Stz’uminus First Nation Elder
    Elder Maggie represents the Indigenous Stz’uminus community and brings deep knowledge of traditional survival skills and environmental awareness. Her insights into spiritual and magical phenomena have proven invaluable in navigating the new reality.
    Dr. Elena Varga – Medical Practitioner
    A full-time physician, at the Acute Care Medical Centre on Fourth Avenue, Dr. Varga leads efforts to maintain public health, treat injuries, and develop herbal remedies from the local flora.
    James “Jimmy” Coombs – Master Mechanic and Tinkerer
    A resourceful problem-solver, Jimmy specializes in repurposing modern tools and machinery to function without electricity. He also leads efforts to adapt to medieval technologies.
    Professor Eleanor Beale – Historian and Linguist
    Formerly a professor specializing in medieval history and folklore at Vancouver Island University, Professor Beale has become the town’s primary expert on understanding the social and cultural dynamics of the new world.
    Markus Flynn – Former Military Engineer
    With a background in engineering and survival tactics, Flynn contributes to fortifying the town and creating sustainable infrastructure.
    Rupert Singh – Local Farmer and Horticulturist
    Rupert oversees agricultural efforts, including identifying edible crops and adapting farming techniques to the local climate and soil.

Structure

The LEC operates under a collaborative structure, with clear roles assigned to each member to ensure efficiency and accountability:  

Chairperson: Goose Payne

  Facilitates meetings, coordinates actions, and acts as the public face of the committee.  

Security Division: Sergeant Gerald Boone and Markus Flynn

  Responsible for defense, law enforcement, and the creation of town fortifications.  

Resource Management Division: Rupert Singh and Jimmy Coombs

  Handles the inventory, procurement, and distribution of resources, including food, tools, and materials.  

Health and Welfare Division: Dr. Elena Varga and Elder Maggie Wyse

  Focuses on medical care, mental health support, and ensuring the town’s general well-being.  

Cultural and Strategic Liaison: Professor Eleanor Beale

  Advises on interactions with external groups, studies magical phenomena, and ensures cultural sensitivity.

The LEC’s agenda is shared with the public through weekly town hall meetings to foster transparency and community trust. Key objectives include:

  Approximately 8,500 residents with diverse skills, including carpenters, electricians, farmers, and educators.  

Tools and Equipment:

  Basic hand tools (hammers, saws, wrenches, etc.)   Vehicles repurposed for non-electric uses.   Limited modern weaponry (firearms with finite ammunition) supplemented by makeshift medieval weaponry.  

Food Supplies:

  An initial stockpile from grocery stores and pantries.   Community gardens and foraged goods.  

Medical Supplies:

  A finite supply of modern medicine, bolstered by herbal remedies developed using local flora.  

Defensive Structures:

  Reinforced walls built from salvaged materials.   Lookout towers for early threat detection.  

Knowledge Resources:

  Books and digital archives preserved on battery-powered devices, focusing on survival, farming, and engineering.  

Spiritual and Cultural Guidance:

  Elder Maggie’s deep connection to spiritual practices and oral traditions.   Professor Beale’s historical and cultural expertise.
