Older Elf man. Lord of Permits and Planning in the city of Obraxia, a position of minor importance.
He owns a mansion in the inner city of Obraxia, where he receives appointments (5 GP for half an hour).
Lord Devon travelled extensively in his youth, and was a merchant of some means before King Revian gave him this position and promoted him to nobility. His mansion contains a collection of artifacts from his travels, both magical and non-magical.
