If given a request by any member of the Concilium or the Concilium itself, the selected Naturali must carry it out until completed. Failure to obey this or any order will result in severe punishment. As deemed by President Roosevelt in 1940, Lamia are forbidden to to drink the blood of humans in any way, shape or form.   At the age of sixteen, all Naturali children are considered adults, which gives them the same basic rights as an eighteen-year-old Human would.   Any member of the Naturali has the justifiable right to kill another when: a) their life is threatened, b) someone they care for is threatened, and c) the person has done an act so unforgivable that they are deserving of such killing; ie, 'revenge killing.'   The Concilium has every right to deem a member of the Naturali unfit to care for another, replacing the unfit with a praesidio in order to care for the tutella.   Every child in the Naturali world—hybrid or otherwise—is deemed an adult at age sixteen.   Bonorum may not harm another Naturali if it endangers the life of another.   Any Naturali who does not comply to these laws is branded a furcifer and not to be associated with under any circumstances, or risk being labeled a furcifer themselves.   If a human finds out about the Naturali one must either: a) tell said human the truth and swear them to secrecy, or b) send for the Concilium to erase said human’s memory if they cannot be trusted.   Public displays of Naturali abilities for entertainment or otherwise is strictly forbidden and will result in jail-time punishment or, if such abilities are revealed to a human, severe punishment from the Concilium. The only time Naturali abilities can be revealed are in dire situations, such as when one’s life or family is being threatened.   When settling or moving to a new city, town, state, or country for a long period of time, one must immediately register with the first certified Official or Tracker found in order to be counted on the monthly Naturali Census. Length of jail-time punishment varies.   An attack or threat against the Concilium will result in severe punishment or even death.
