The Master of Tor
An apparent utopia, where people of all elements work together in peace and efficiency. At a young age, select children are sent to Aether Academy, where they are trained to be contributing members of society. After their first year, a test determines whether they may advance to training for middle-class jobs, or if they are bound for life to the physical labor of the "talentless" lower-class. Those assigned to the low class must remain there forever, but the new middle-classers could still fall back down to that level. However, they do have the potential to reach the upper class, which means a guaranteed job in government, which is one only the truly elite can achieve.
As you may have already guessed, there's more to this "utopia" than meets the eye, even to its citizens, and teaching is not the Academy's only purpose...
